The Midaswww SGML parser is pretty far off the beaten path. It shouldn't
be hard to fix (maybe I'll do it this weekend).

That doesn't make it right! I'm trying to stamp out all this noisy
HTML, but I'm not having much luck.
The SGML standard is pretty clear on this stuff. I think we should
go with it.
